Time to apply for 2019 Basic Payment

Farmers in Wales are being reminded that it is time to apply for their 2019 Basic Payment. This will be the penultimate year for a direct payment from the current scheme as in 2021 a gradual five-year phasing in of the new Land Management Programme structure will kick in.

 BPS is claimed at RPW online via a Single Application Form (SAF) and the deadline for submitting your SAF 2019 is midnight, Wednesday, May 15.

 To be eligible you must have at least five hectares of eligible agricultural land at your disposal on the May 15, 2019 and own or lease in at least five BPS Entitlements. You must be carrying out agricultural activities and if you don’t declare livestock or arable or permanent crops on your SAF you will need to submit Supporting Documents to prove you have undertaken agricultural activities.  

 You can access your RPW Online account via the login link at the Welsh Government website and if you aren’t already registered you should do so now.

 There were several changes to the scheme last year in Wales mainly to do with greening and the main changes for 2019 will be:

 1   A new crop code ‘FA6: Fallow – Non Greening (Crop to be planted before July 15)’ has been introduced to allow sowing crops on fallow land before 15 July. This is not eligible for EFA.

 2   Preliminary Check letters will not be issued in hardcopy from 2019 onwards.  They will be issued via RPW Online only. 

 The vast majority of farmers should already have received their 2018 payment and they should check their statements carefully for errors.

 If you have made changes to land parcels for 2019 you must inform the Welsh Government of transfers within 30 days of the change(s) taking place. You can do this by completing a ‘Manage My Land’ submission, using your RPW Online account to notify any changes to ownership or tenures of land or to register new land or notify changes to permanent features or field boundaries.

 You must declare only the land you have at your disposal on May 15, not any land you own, but have rented out. Do not declare land that you occupy if the tenancy has expired by the cut-off date

 RPW will carry out initial checks on your submitted SAF to identify any differences between your declaration and the mapped field information held.  RPW will also check to see if any of the land included on your SAF has also been declared by another claimant. 

 RPW will issue letters under ‘Preliminary Checks’, on RPW Online only, as soon as possible after May 15 and you will have until June 19 to respond with changes to your SAF declaration for the fields shown in the letter.

 If you are a new entrant or a young farmer, you may be able to apply for extra entitlements from the national reserve – see the Welsh Government website for the criteria.

 Remember you must comply with cross compliance rules to receive the Basic Payment and with Greening to draw the additional Greening element currently funded by a 30 per cent ‘top slice’ of the Welsh Direct Payments (Pillar 1) budget.
