Entitlements available in England - English Entitlements

Davis Meade will be trading English and Welsh Basic Payment Scheme (BPS) entitlements for the 2021 season. Clients should now be able to check their entitlements on the Rural Payments online service in England and RPW online service in Wales.

Please check for spare entitlements to the land area you will be claiming in 2021 as these can be traded. It is also possible to lease as well as sell entitlements.


RPA entitlement transfer window opened on 28th January.

As detailed within DERFA’s “Path to Sustainable Farming: An Agricultural Transition Plan 2021 to 2024” document, published in November 2020 - simplifications will be made to the 2021 Basic Payment Scheme, including:

• removing the greening rules, as announced in July 2020

• removing the requirement for farmers to use all Direct Payment entitlements at least once every two years. Entitlement expiry usage rules do not apply from 2021 onwards. You no longer need to activate the entitlements every two years to avoid losing them. This does not apply retrospectively to 2019 and 2020.

Reductions will be applied to the BPS payments from 2021 as per the table below:

All funding released from reductions in Direct Payments will be re-invested into delivering new schemes for farmers in this Parliament.

This government has committed to maintaining the same level of funding for farming throughout this Parliament.

Farmer Exit Payment

To allow farmers to leave the sector, a lump sum exit scheme would allow some farmers to receive a lump sum payment in place of Direct Payments (whether under the Basic Payment Scheme or delinked payments) they would have been entitled to receive during the remainder of the agricultural transition. They would need to meet relevant conditions, including leaving the sector. DEFRA current intention is to offer lump sum exit payments in 2022. Further details are expected in Spring 2021 following consultation.

De-coupling/de-linkage – This may be mandatory from 2024 subject to consultation with a one off or annual payment for the remainder of the BPS scheme until 2027 with no need to make further claims or to have land at your disposal.

Cross Compliance

Cross-compliance requirements and standards will continue until we delink. After that we will move to a new regulatory regime which DEFRA will develop in partnership with the sector between 2021 and 2024.

Lump-sum exit scheme and delinked payments

Defra have published the lump sum exit scheme and delinked payments consultation, which will run for 12 weeks and will close on 11th August 2021.


The consultation invites you to submit your views on:


the proposed lump-sum exit scheme.


• the proposed approach to delinked payments.

The consultation follows the publication of the Agricultural Transition Plan in November last year.  In the plan, Defra announced the intention to offer lump sum exit payments to farmers in England in 2022, and to replace the Basic Payment Scheme (BPS) with delinked payments in 2024.

The 2021 transfer window opened on 4 January 2021. Transfer of Entitlements online forms will be available to complete using your RPW Online account. Entitlement values displayed on your account are subject to change. All transfers applications must be submitted before midnight on 15 May 2021 in order for you to make a claim on entitlements you are receiving in 2021.

Entitlement expiry 2-year usage rules still apply.

  • · No announcement about retirement/de-linkage schemes.
  • · 2021 and 2022 claim payments expected to remain the same as 2020.

Welsh Government have published a White Paper consultation which sets out plans for the next phase of agricultural policy in Wales. The paper sets the scene for the Agriculture (Wales) Bill which will be introduced in the next Senedd term. It takes some of the ideas which were presented in “Sustainable Farming and our Land” and builds upon them, following the responses received.
